Democracy is when A system of government which allows people to have their say, through voting and the election of their representatives.

Democracy

Democracy is a form of government in which all eligible citizens participate equally—either directly or through elected representatives—in the proposal, development, and creation of laws. It encompasses social, economic and cultural conditions that enable the free and equal practice of political self-determination.

Election

the elections happens every 3 years
Election : A formal and organized process of electing or being elected, esp. of members of a political body

it takes 3 years because the voters need to think about who are they gonna vote about, and to make sure that the parties are doing what they promised.
